"THIS MONTH’S LETTER: Ban Cluster Bombs! Cluster bombs are deadly weapons that disperse smaller “mini-bombs” that are designed to kill all living creatures within a specific area. This area is often as large as several football fields. In the last 15 years, the U.S. has used cluster bombs in civilian-populated areas of the former Yugoslavia, Afghanistan, and Iraq. The U.S. still has an arsenal that includes nearly 1 billion of the lethal mini-bombs. Some Senators have taken a first step toward banning the export of cluster bombs, because these Senators recognize this as a weapon with a particularly deadly record of killing and maiming civilians. Just before the July 4 recess, the Senate Appropriations Committee added a provision banning cluster bomb exports to the bill funding the State Department.
This is a positive step, but the best way to build support for the restrictions on exports of cluster bombs—and for better controls on the use of these deadly weapons—is to urge our Senators to cosponsor the Cluster Munitions Civilian Protection Act (S.594). Among other restrictions, S.594 bans the use of cluster munitions in or near civilian populated areas.
Please write to Senators Clinton and Schumer, U.S. Senate, Washington DC, 20510. Urge them to support all efforts to limit the use of these terrible weapons.
